Kyler Rayden

Kyler Rayden is a member of Best Best & Krieger LLP’s Municipal Law and Special Districts practice groups. He serves as general counsel to the Stanislaus Consolidated Fire Protection District and several other fire protection districts throughout California. He also represents water districts, public utility districts and other public agencies as general or special counsel. Kyler also serves as an assistant city attorney.

Kyler advises governing boards and agency staff on a wide range of public law matters, including public contracting and procurement, the Ralph M. Brown Act, the California Public Records Act, conflicts of interest, elections and rates and fees. His work includes negotiating service and infrastructure agreements, advising on labor matters and assisting agencies with annexations, reorganizations and LAFCO proceedings. He also works with water agencies on Propositions 218 and 26, water supply planning, groundwater management and conservation, including drafting water conservation ordinances.

Kyler has extensive experience representing ports and harbor districts, including the Oxnard Harbor District, which owns and operates the Port of Hueneme. He regularly negotiates commercial and marine terminal agreements, leases and other arrangements involving port facilities and operators. His work also includes advising on infrastructure projects, procurement and regulatory compliance, as well as federally funded initiatives involving zero-emission trucks and port resilience planning.

Kyler earned his J.D. from the University of the Pacific, McGeorge School of Law, where he focused on water and environmental law. During law school, he clerked for the Presiding Judge of the San Francisco Superior Court, served as president of the Public Legal Services Society and volunteered with OneJustice’s Justice Bus Project.

Originally from Ventura, California, Kyler lives in Sacramento with his wife and two children. Outside of work, he enjoys spending time outdoors and fishing on the American River.
