Samantha Chen advises public agency clients on a variety of matters involving the California Tort Claims Act, the California Environmental Quality Act, the Ralph M. Brown Act, the California Public Records Act, Public Safety Officers Procedural Bill of Rights Act and other planning, land use, contract, zoning, employment and code enforcement matters. 
 
Sam is passionate about serving public agencies and guiding them through problems unique to her clients. Prior to joining Best Best & Krieger LLP, Sam was with the law firm of Cota Cole & Huber, where she represented public agencies in state and federal court cases involving civil rights, land use, employment law, dangerous conditions of public property, and landlord-tenant issues. She also worked with private clients engaged in contract and commercial disputes.
 
While attending the University of California, Davis School of Law, Sam served as an extern for the Hon. Troy Nunley of the U.S. District Court for the Eastern District of California and the Hon. John Laettner of the Contra Costa Superior Court. She was also Senior Symposium editor of the UC Davis Law Review, a member of the school's Moot Court outside competitions team and secretary of the La Raza Law Students Association.
 
Sam is admitted to practice in the U.S. District Court for the Central and Eastern districts of California and is licensed to practice law in the State of California.
