Paul Lacy is of counsel in the Education Law practice group of Best Best & Krieger LLP. He represents public school districts in all aspects of special education and related areas of law.
 
In addition to representing schools in mediations, administrative hearings and court, Paul advises and trains school administrators, teachers and service providers in all aspects of state and federal special education and other disability laws applicable to education, including the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act and Part 30 of the California Education Code. To this end, he also provides schools with technical assistance in developing procedures and systems designed to ensure compliance and improve program quality and efficiency.
 
Prior to joining the firm, Paul served nearly 10 years as a deputy general counsel with the California Department of Education Legal Division. In that capacity, he primarily provided legal support to the Department's Special Education Division. His legal services pertained to special education policy issues, statewide monitoring and individual compliance investigations. Additionally, his responsibilities included providing legal guidance relative to California’s compliance with all aspects of the federal Elementary and Secondary Schools Education Act of 1965, as amended by the Every Student Succeeds Act, as well as state and federal laws pertaining to education equity. Such guidance applied to statewide policy and program implementation and to individual compliance investigations. He also represented the Department in litigation before state and federal trial and appellate courts.
 
Previously, Paul served four years as a state special education hearing officer adjudicating due process hearings. He also served as an adjunct professor with the University of the Pacific, McGeorge School of Law, where he taught special education law and supervised students in the special education law clinic.
 
Over the course of his legal career, Paul has represented clients in employment and civil rights law, litigating matters before both state and federal trial and appellate courts, maintained an active appellate practice and conducted numerous independent investigations for various state and local government entities.  He is admitted to the United States District Court for all California districts and U.S. Ninth Circuit Court of Appeals.
 
Prior to becoming an attorney, Paul served as a police officer and detective with the Sacramento Police Department.
