John guides clients in understanding the impact of federal and state laws and regulations affecting local public agencies’ interactions with communications companies and the public.


John Gasparini is a Municipal Law attorney who focuses on telecommunications, helping local governments address complex issues of telecommunications and technology law and policy. He tackles complex issues presented by current and next-generation wired and wireless technologies. In addition to providing counsel in transactional and other legal matters, John takes a multidisciplinary approach to advocacy, pursuing regulatory and legislative solutions and judicial redress, where appropriate, to further client goals.
John helps clients develop ordinances, regulations and processes to address broadband deployment issues, manage their property and regulate service providers, such as cable operators and telecommunications carriers. Before the Federal Communications Commission, John advocates on infrastructure issues, wireless spectrum matters and cable franchising issues. Where necessary, that advocacy extends to Capitol Hill or into federal appeals courts. John also provides guidance to clients in understanding the impact of new laws and regulations. In addition, he has experience resolving FCC enforcement matters, drafting cable franchise agreements and pursuing FCC action to address violations of  federal cable regulations.
John’s interests lie at the intersection of law and technology, where new developments and an ever-changing regulatory landscape create exciting opportunities for communities. He is proactive and takes a problem-solving approach on behalf of his clients, and appreciates that his practice leads to tangible, beneficial impacts for the municipalities and public agencies he serves.
Prior to joining Best Best & Krieger LLP’s Washington, D.C. office, John worked at Public Knowledge, a nationally recognized public policy advocacy organization focusing on telecommunications and technology issues and their impact on consumers and competitive markets. His work there included regulatory, legislative and litigation on an array of telecommunications and competition policy issues. While in law school, John interned with a major nationwide wireless carrier, and in the office of FCC Chairman Tom Wheeler.
John received his law degree from the George Washington University School of Law, where he was a managing editor of the Federal Communications Law Journal, in which his writing was also published.
John is admitted to  the Ninth Circuit U.S. Court of Appeals.
