Epiphany Owen is a partner in the Education Law practice group of the Irvine office of Best Best & Krieger LLP. While Epiphany’s focus is on education law, she also handles labor and employment issues on behalf of public agencies, as well as civil litigation in both state and federal courts for public agencies and private clients.

For her school district clients, Epiphany provides legal advice on a variety of issues including special education disputes, student issues, Section 504 complaints, student discipline, California Department of Education compliance complaints, school facilities mitigation agreements, negotiations with developers and personnel matters. She has obtained favorable decisions related to claims under the Individuals with Disabilities Education Act before the Office of Administrative Hearings, the U.S. District Court and the U.S. Ninth Circuit Court of Appeals.

Epiphany serves on the Board of Directors for The Wooden Floor, a nonprofit organization with a mission to empower low-income youth from diverse backgrounds to strengthen self-esteem, self-discipline and a sense of accomplishment through dance, academic and family programs.

Prior to joining BB&K, Epiphany was a partner at Rutan & Tucker, LLP and the chair of its Education Law practice group. During law school, she was a member of the University of Southern California’s Hale Moot Court Honors Program and received an award for the best brief in the competition. She also served as the Topic Editor of the Hale Moot Court Honors Program Board.

Epiphany is admitted to practice law in the U.S. District Court for the Central District of California, the U.S. Ninth Circuit Court of Appeals and the U.S. Supreme Court. She is licensed to practice law in the State of California.
