Benjamin Bodell works with public agencies to solve complex legal problems.  He has regulatory, litigation and transactional experience in matters regarding public utilities and natural resources, with a focus on energy, transportation and water law. His practice includes advising municipalities, utilities, financial institutions and developers regarding the regulatory and environmental challenges associated with the development and acquisition of renewable energy, clean water and infrastructure projects.
 
Benjamin provides strategic counsel on utility infrastructure, wildfire mitigation and climate risk matters.  He represents clients in wildfire mitigation and de-energization proceedings before the California Public Utilities Commission.  He has successfully advocated on behalf of municipalities and utility districts for state policies that promote community safety and financial stability. Benjamin provides counsel to conservation districts and other entities on transactional matters regarding land uses and acquisitions designed to combat wildfires and mitigate the impacts of environmental and climate risks.  Benjamin advises California community choice aggregators on transactional and regulatory matters, and has successfully represented CCA interests in renewable energy power procurement and regulatory oversight.

Benjamin was a judicial extern at the California Supreme Court for Justice Ming Chin. During law school, he clerked for the Office of California Public Utilities Commission Commissioner Carla Peterman, the Office of the Chief Counsel for the California Department of Water Resources and the CPUC’s Administrative Law Judges Division.
