Mark practices all aspects of public and municipal law including litigation and serving as general counsel to numerous public cemetery and fire protection districts.
He advises public employers on day-to-day employment matters, public meetings and public contracting.
Mark is a commercial pilot and flight instructor, and assists aviation industry clients with their transactional and administrative needs. 

Mark Velasquez focuses on representing government entities. Mark has practiced before numerous superior courts, the bankruptcy court, district courts and administrative bodies. He has represented cemetery districts, fire districts, schools districts, cities and counties, among other entities, on matters ranging from wrongful discharge to dangerous conditions of property. Of counsel at Best Best & Krieger LLP, Mark also serves as general counsel to government entities, providing guidance and advice in areas such as the Public Records Act, the Brown Act, internal investigations and review of policies and procedures.

Prior to attending law school, Mark was a commercial airline pilot for American Eagle Airlines, flying international routes throughout the Caribbean Islands and within the Southwest United States. He was a captain for AirNet Express, flying express mail and hazardous materials, and a flight instructor in San Diego. He has more than 3,500 hours of flight time in a variety of aircraft ranging from single engine trainers to multi-engine turboprop aircraft. You can still find him providing flight instruction in his spare time at Sacramento Executive Airport.

Mark is a past director for the Sacramento County Bar Association, and was their Golf Committee co-chair. Previously, he was the San Diego County Bar Association’s Sports Committee chair and NLD board member. He is also a past president for the Rutgers Club of San Diego, a chartered alumni group of Rutgers University. Mark has coached numerous high school mock trial teams and mentored high school students. He is adjunct professor at McGeorge School of Law, where he teaches a class on written discovery.
