Recognized for Land Use Planning, Water Quality and Municipal Law Work

SAN DIEGO, Calif. —  Congratulations to Best Best & Krieger LLP Partner Shawn Hagerty for being named a 2019 Top Attorney by San Diego Metro magazine. The magazine recognized Shawn for being a “national leader at the intersection of land use planning and water quality….
 
“Across the State, he ensures water quality standards are crafted and executed in a fair yet aggressive and effective manner. He strategically helps cities, counties and special districts maintain clean water systems devoid of stormwater pollution,” the magazine wrote. Shawn, the publication noted, is known for creating a nexus between public agencies and private developers so that the two sectors can collaborate on projects while remaining compliant with state and federal water regulations, including the Clean Water and Safe Drinking Water acts and the California Coastal Act. 
 
Shawn, a member of the firm’s Municipal Law practice group, has been central to the Port of San Diego’s water quality initiatives, San Diego’s Downtown redevelopment and the City of Santee’s rural-to-urban shift.
 
One of the largest efforts Shawn is involved in is bringing the San Diego Regional Water Quality Control Board to the table with communities along the San Diego River (including El Cajon, Santee, La Mesa and San Diego), San Diego State University, the Metropolitan Transit System and other stakeholders to address the region’s overlapping matters of pervasive homelessness and poor water quality along San Diego County’s river systems.

In addition to this collaborative effort, Shawn works with the Metropolitan Transit System to establish and implement a water quality control program under the State Water Quality Control Board’s small municipal separate storm sewer system. This work touches nearly every corner of San Diego County. 

Recently, Shawn worked with the Port of San Diego on a 2-year, multi-organization effort to implement water quality measures across the Port’s diverse maritime operations.

Shawn has served as Santee’s city attorney for 16 years and as general counsel to Civic San Diego. He also defends cities, counties and special districts against citizen lawsuits and various regulatory land and water issues that surface. 

Shawn was a long-time board member of the San Diego Blood Bank and is also involved in the National Association of Clean Water Agencies, International Municipal Lawyers Association and the California Stormwater Quality Association.

He just wrapped up his 6-year tenure as a member of BB&K’s Executive Committee. For more than 10 years, Shawn taught land use and planning classes at the University of California, San Diego Extension. He remains a frequent author and presenter of topics relating to water quality, land use and municipal law for industry publications and organizations nationwide.
