BB&K Partner Lauren Langer on Daily Journal 40 Under 40 List

Annual List Recognizes Attorneys for their Achievements

MANHATTAN BEACH, Calif. —  Best Best & Krieger LLP Partner Lauren Langer was named a Top 40 Under 40 attorney in California by the Daily Journal this week. The annual list by the legal publication honors 40 attorneys in the State, who are either under age 40 or practicing law for less than 10 years, for their practice achievements. A Municipal Law attorney, Lauren was recognized for her practice that includes advising some of Southern California’s fastest-growing cities on the critical issues impacting local governments and the communities they serve. This includes cannabis regulation, affordable housing, the environment, historic preservation and all types of land use and development challenges.
 
For example, as assistant city attorney to the City of West Hollywood, Lauren quickly stepped up to the challenge of advising on the legalities surrounding adult consumption of cannabis after it became legal in California with the passage of Proposition 64 in 2016. Already on the cutting edge for promoting compassionate use of marijuana due to a disproportionate impact from HIV/AIDS, City leaders saw an opportunity to take an educational and transparent approach to adult-use cannabis regulations. The City is one of the first in the region to allow consumption lounges and create a unique merit-based application system for a limited number of licenses to sell cannabis. Langer is providing legal guidance every step of the way – from selecting experts to speak at public education forums to drafting ordinances to overseeing the license screening process. The City gained media attention for its forward-thinking and innovative response to the cannabis laws, becoming a role model for other California cities.
 
“It’s a brand new industry in the State,” Lauren told the Daily Journal. “It’s a rare opportunity to create a licensing and regulatory program from the ground up. It’s both tricky and exciting.”
 
Lauren also serves as assistant city attorney to the cities of Hermosa Beach and Lomita, and advises the planning commissions for all the cities for whom she works as assistant city attorney. She is also the assistant counsel to the Westside Cities Council of Governments and is active with the League of California Cities, serving on its City Attorneys’ Cannabis Regulation Committee since 2011.
 
Lauren told the Daily Journal that her interest in property use and land use law while still attending Southwestern University School of Law helped direct her career toward municipal law. “These municipal decisions affect everyone,” she said. “We try to maintain a balance for everyone’s good.”
