The FCC’s over-the-air reception devices (known as OTARD) rules (47 C.F.R. §1.4000) limit local governments’, homeowner associations’ and condominium boards’ oversight of certain antennas and satellite dishes. The FCC has overturned a number of communities’ attempts to pass local OTARD oversight ordinances. And the FCC continues to expand the types of devices that are protected under the OTARD rules.
