Ryan Guiboa is an attorney in the Municipal Law practice group of Best Best & Krieger LLP’s Los Angeles office. Ryan’s practice broadly encompasses providing advisory, transactional and litigation advice to private and public agency clients. He is a member of the firm’s Government Policy & Public Integrity practice group and has extensive experience advising clients on the Brown Act and Political Reform Act.
 
Ryan serves as assistant city attorney for the cities of Ontario and Palm Springs, general counsel for Idyllwild Water District and assistant general counsel for West Basin Municipal Water District, Rowland Water District and Goleta Sanitary Water Resources Recovery District. In these capacities, Ryan advises on a wide range of governance, transparency, ethics and other critical issues to ensure the public trust in local government. Ryan routinely provides legal services to elected boards and staff at public meetings and handles day-to-day transactional and advisory services on issues such as public bidding and contracting, economic development, as well as oversight and management of litigation. Under every circumstance, Ryan is committed to providing his clients with cost-effective and results-oriented services.

Before joining BB&K, Ryan practiced as an associate at a Los Angeles firm, where he represented prominent national and international clients in state and federal court in connection with various business litigation and class action matters.

Ryan makes community service a priority, which has led to both philanthropic activities and a legal practice that focuses on public interest law. Born and raised in Southern California, Ryan enjoys working with local cities and public agencies that shape the landscape and serve the best interests of the community. He was selected to Coro Lead LA’s 2019-2020 program, designed for rising and established professionals to build effective partnerships and gain a new perspective on how to address the many challenges facing Los Angeles.

While attending the University of Southern California Gould School of Law, Ryan served on the board of the Public Interest Law Foundation and as a managing editor of the Los Angeles Public Interest Law Journal. He also served as a law clerk at the Alliance for Children’s Rights and volunteered for the International Refugee Assistance Project, which took him to the Middle East, where he helped refugees from Iraq. He has also volunteered in Ecuador helping homeless children and in New Orleans for the Public Defenders’ Office.

Ryan is admitted to the U.S. Ninth Circuit Court of Appeals and all U.S. District Courts in California.
