Elizabeth Balloue is a paralegal in the Municipal Law practice group of Best Best & Krieger LLP. She has more than 12 years of experience working in the legal field. 

Elizabeth’s work as a paralegal focuses on municipal law and public agency litigation in state and federal courts. She assists attorneys in various aspects of civil litigation including preparation of discovery requests and responses,  trial preparation, and trial related assistance.  

Elizabeth’s experience extends to working with public disclosure laws such as the Ralph M. Brown Act/Open Meeting Law and the Public Records Act. She regularly assists attorneys by reviewing city ordinances and resolutions and regularly provides updates to attorneys about changes to the respective municipal and administrative codes.

Prior to joining BB&K, Elizabeth gained experience in various practices including bankruptcy, trust and probate administration, estate planning and personal injury. She supported attorneys with the preparation of wills, trust agreements, powers of attorney, health care directives and probate documents.
Elizabeth graduated from California State University, East Bay’s ABA Paralegal Certificate Program. She earned a bachelor’s degree in history and English from California State University, Hayward. Elizabeth is a California Notary Public.
