Manchester Resorts and the Community Development Commission of the City of Oceanside entered into an exclusive negotiating agreement relating to a golf course and oceanfront hotel development and Manchester Resorts claimed that the CDC and the City breachPrior to trial and as a result of mediation, the matter was settled on terms authorized by the City and the CDC. The settlement resulted in the release of the properties for future development and taxation.
