Paula C. P. de Sousa is a Partner in the Special Districts Practice Group of Best Best & Krieger LLP.
Ms. de Sousa practices in most areas of public agency representation, including the Political Reform Act, Brown Act, California Public Records Act, public works construction and purchasing issues, real property issues, water rights, water quality regulations, and the Cortese- Knox-Hertzberg Local Government Reorganization Act of 2000.
Ms. de Sousa currently provides general and special counsel representation to public agencies throughout California, such as North County Transit District, Padre Dam Municipal Water District, Ramona Municipal Water District, Metro Wastewater JPA, Sweetwater Authority, Orange County Local Agency Formation Commission, Tri-City Healthcare District, Moreland School District, Oceanside Unified School District, and Poway Unified School District.
Ms. de Sousa is active in the San Diego community, both as a member of professional groups such as the San Diego County Bar Association, and the Lawyers Club, and through community service as a former Board Member, and current volunteer, of the Susan G. Komen for the Cure, San Diego Affiliate.
Ms. de Sousa graduated from the University of California, Santa Barbara with a degree in Political Science. Ms. de Sousa received her Juris Doctorate degree from the University of the Pacific, McGeorge School of Law, where she was a member of the Pacific Law Journal. She joined BB&K upon graduation from law school.
