Hazardous Waste Litigation Practice

            Piero (Pedro) Dallarda is a Partner in the Riverside Litigation and Municipal Law Practice Groups at Best Best & Krieger LLP.  Piero has been practicing law for over thirteen  years and has been at Best Best & Krieger for over eight years.  Before joining Best Best & Krieger, Piero practiced in Washington D.C. and Columbus, Ohio as an associate in the Litigation Department of Porter Wright Morris & Arthur.  Piero’s practice is focused on  environmental, land use, toxics, composting, bio-hazardous materials, medical waste, solid waste and biosolids disposal issues.

            As a partner at Best Best & Krieger, Piero is general and litigation counsel for the Victor Valley Wastewater Reclamation Authority, a joint powers agency created for treatment and disposal of wastewater and biosolids; and, Lawson Enterprises, an entity that owns an operates a 40 acre solid waste disposal facility in Thermal.  Piero has negotiated and litigated contracts related to fees for operation, transport and disposal in connection with solid waste, biosolids, medical waste and composting.  Piero is also litigation counsel on environmental issues for the South Coast Air Quality Management District (SCAQMD), Western Municipal Water District, California Steel Industries, Davidson Optronics,  the Riverside Medical Clinic, City of Ontario, Western Municipal Water District, the Cities of Corona, Colton and Montebello, the Cucamonga County Water District and numerous other public agencies.  In connection with these clients, Piero has worked on several environmental and land use cases cases involving CERCLA, NEPA, the Clean Water Act, the Resource Conservation Recovery Act, inverse condemnation and regulatory takings, challenges under the Article 1, §19 of the California Constitution, the Landscaping and Lighting Act of 1972, Article XIIID, §5(b) of the California Constitution (Proposition 218), the Mello‑Roos Community Facilities Act.  As an associate at Porter Wright Morris & Arthur, Piero worked for private clients on environmental issues including American Electric Power, Southern Ohio Coal Company, Broad Street Oil and Gas, British Petroleum and public entities including the Ohio State University and the Attorney General for the State of Ohio.

            Piero has tried jury and bench trials and has participated in appeals and oral arguments before the United States Courts of Appeal for the Ninth Circuit and California courts of appeal.  He has published numerous articles regarding land use, development fees, environmental litigation, the environmental justice movement, and the use of alternatives to litigation in order to resolve land use and environmental disputes. Piero graduated from Georgetown University Law School in 1992 and from Georgetown University, School of Foreign Service in 1989, magna cum laude.  Piero is also a lieutenant in the Argentine Navy reserves.  He was born in Argentina and his native language is Spanish.  He also speaks fluent Italian and is proficient in French.
