Jeffrey V. Dunn is a Partner with the Municipal and Environmental Resources Practice Groups of Best Best & Krieger LLP. He has extensive experience as legal counsel to cities and other public agencies in complex litigation matters.
Mr. Dunn represents the City of Santa Maria in one of the largest and most complex cases in California involving the adjudication of groundwater rights in Santa Barbara and San Luis Obispo Counties. This case has been chosen by the State of California as a pilot project for innovative case management programs involving the Internet. He currently represents the County of Los Angeles in disputes over groundwater rights in the Antelope Valley. He also represented the County of Riverside, the Riverside County Transportation Commission and the City of Corona in highly-publicized litigation against Caltrans over traffic conditions and private toll lanes on the Riverside Freeway in Riverside County.
Additionally, after a widely-reported successful defense of the City of Corona against a real estate developer seeking more than $10 million in building permit and inspection fee refunds, the County of Orange hired Mr. Dunn to defend it in complex, controversial litigation involving more than $20 million in developer fees.
Mr. Dunn has successfully represented clients in disputes involving the California Public Records Act, including the published California Appellate Court decision in County of Los Angeles v. Superior Court (2005) 130 Cal.App.4th 1099. He has previously represented 177 California cities and towns, the Association of California Water Agencies (ACWA) and the State Bar of California in complex class action litigation involving the County of Riverside Public Employees Retirement Systems (PERS). He successfully represented 84 California cities and towns as amicus curiae on behalf of the City of Angels (formerly known as "City of Angels Camp") in a complex legal dispute over city administrative decisions. Finally, he represented the Anaheim City School District and the Anaheim Union School District in their CEQA challenge against the Walt Disney Company regarding the Disneyland expansion project. He has also represented other cities and public agencies on many other types of matters.
Mr. Dunn received his B.S. Degree in Economics from Brigham Young University, and his Juris Doctor from that same institution in 1987.
Mr. Dunn is a member of the State Bar of California and the American Bar Association.
