Ms. Coburn is a Partner in the San Diego office of Best Best & Krieger LLP.  Ms. Coburn is also a California licensed professional civil engineer with over ten years experience in design and construction of public facilities, including positions with Los Angeles County Department of Public Works and several consulting engineering firms.

Her primary practice area is public works construction law, including construction contracting and construction claims resolution. 

Ms. Coburn specializes in assisting public agencies with all aspects of the public works construction process, involving preparation of construction documents, bid protests, subcontractor substitution, contractors’ claims, stop notices and project close out.

Since the passage of recent state and local bond measures, California’s public schools have embarked upon long overdue construction and modernization projects. Ms. Coburn routinely works with Whittier Union High School District, Rosemead Elementary School District, Vista Unified School District, Anaheim Union High School District and Elk Grove Unified School District on all issues related to facilities construction, from master planning through project close out, including claims resolution.

Ms. Coburn has successfully terminated contractors for failure to perform and routinely works with sureties on various payment and performance bond issues, including surety take over of projects in default.

Ms. Coburn is frequently involved in actions brought under the California False Claim Act.  Currently, she is handling a state wide action involving over 130 public agencies brought under California's whistle-blower provisions.  Ms. Coburn represents several firm clients in the matter which relates to faulty water distribution parts.  Ms. Coburn also has experience in false claim actions against contractors for inflating or falsely submitting extra work claims.

She is a member of the San Diego County and the American Bar Associations, Construction Section.  She is a member of the State Bar of California and the American Society of Civil Engineers.  Ms. Coburn received a B.S. in Civil Engineering from Michigan Technological University and received her J.D. from the University of San Diego School of Law.
