Labor & Employment Practice

Scott H. Campbell is a Partner in the Municipal, Labor and Employment, and Litigation Law Practice Groups of Best Best & Krieger LLP in the firm’s Los Angeles office.

Mr. Campbell currently serves as General Counsel for the Lake Arrowhead Community Services District, where he attends board meetings, provides advise on compliance with the Brown Act and conflict of interest laws and oversees legal issues that arise.

Mr. Campbell also currently serves as General Counsel for the City Of Alhambra Civil Service Commission, where he provides advice on disciplinary appeal hearings before the Commission.  Mr. Campbell was instrumental in revamping the hearing procedures for the Commission which has resulted in more efficient appeal hearings while enhancing due process protections of employees.

From 1995 to 2005, Mr. Campbell served as counsel to the Monterey Park Personnel Board.  During that time, Mr. Campbell provided the Board with advice and guidance in a variety of matters that before the Board, including assistance in many employee disciplinary appeals.  He has presided over the hearings and made evidentiary rulings on the evidence presented by the parties.  He also assists the Board in drafting its findings.

Mr. Campbell is professionally affiliated as a member of the City Attorneys Association of Los Angeles County and as a member of the Board of Directors for St. Anne’s Maternity Hospital. He has presented several papers at the Annual League of California Cities Conference.

Mr. Campbell received his J.D. from the University of California at Los Angeles in 1987. In 1984, he graduated with a B.A., magna cum laude from the University of California at Berkeley.
