Kevin Collins is one of the founding members of Best Best & Krieger LLP's Sacramento Office. He is a partner in the Litigation and Municipal Practice Groups with an emphasis on complex business and public law litigation. Mr. Collins has successfully litigated many complex cases, including land use entitlement actions, unfair business practice, contract, construction, and civil rights matters. He has represented a variety of clients in all phases of litigation, including writ proceedings, jury and court trials, and appeals.
His reported cases include Fontana Public Employees Assn. v. City of Fontana (1998) 67 Cal.App.4th 1215, pertaining to municipal labor benefits, Home Gardens Sanitary District v. City of Corona (2002) 96 Cal.App.4th 87, pertaining to jurisdictional disputes between public entities, Sanghvi v. City of Claremont (9th Cir. 2003) 328 F.3d 532, pertaining to the Fair Housing Act and the Americans with Disabilities Act, and City of Riverside v. Ken Stansbury, et al. (2007) 155 Cal.App.4th 1582, which defeated an anti-SLAPP motion to a pre-election challenge of an eminent domain initiative. Mr. Collins has published articles on unfair competition laws as they relate to businesses and municipalities.
He is the General Counsel for the Cosumnes Community Services District, which provides fire, park and recreation services, among other services, to a population of 169,720 residents in a 157 square mile area in Southern Sacramento County. In his role as General Counsel, Mr. Collins regularly advises the Board and staff on all issues pertaining to public law, including the Brown Act, Conflicts of Interest, and Public Contracting.
Mr. Collins received his Juris Doctorate from the University of the Pacific, McGeorge School of Law in 1996. While in law school, he served as staff writer for the legislative Law Review (Volume 26) and received highest honors in both Moot Court and Trial Advocacy. Mr. Collins attended the University of Redlands and graduated Phi Beta Kappa in 1992 with a Bachelor of Arts degree, cum laude, in Liberal Arts, and obtained his teaching credential in Social Studies from the University of Redlands in 1993.
Mr. Collins belongs to the American Bar Association, State Bar of California and Sacramento County Bar Association. He is admitted to practice in all courts in California, as well as the United States Supreme Court.
