Sigrid Asmundson is an Associate in the Municipal Law practice group of Best Best & Krieger LLP’s Sacramento office.  Ms. Asmundson serves as the Assistant General Counsel for the Cosumnes Community Services District and as the Assistant City Attorney for the cities of Woodland and Williams.

Ms. Asmundson advises clients with regard to a variety of topics but with a concentration in elections, initiatives and referenda, special and general taxes, state mandates, and Community Redevelopment Law.  Ms. Asmundson represents BB&K’s clients throughout California on all election matters, including drafting initiatives and referenda, assisting clients through the elections process, and preparing litigation challenges on behalf of or in defense of ballot materials and language.  Ms. Asmundson additionally assists the firm’s clients in the adoption and implementation of special and general taxes, specifically through the election process.  Ms. Asmundson has extensive experience in assisting clients in all matters related to the California Community Redevelopment Law and has drafted owner participation agreements, disposition and development agreements relating to rehabilitation or construction of buildings, affordable housing regulatory agreements, and exclusive right to negotiate agreements.  Ms. Asmundson is also experienced in state mandates, having previously worked as a law clerk for the California Commission on State Mandates and having authored “AB 1234: The Rise of the Unfunded Mandate” (2006) Vol. 29, No. 2 Public L. J. 9, which evaluates the process by which the California Legislature may adopt new legislation that bypasses the requirements of a reimbursable state mandate.

Ms. Asmundson received her Juris Doctorate from the University of California, Davis School of Law.  While in law school, Ms. Asmundson served as a Senior Notes and Comments editor on the U.C. Davis Law Review, where she received the Patrick J. Hopkins Award for best student article of the year for her article evaluating the negative effects on local governments based on the 2003 case, Department of Finance v. Commission on State Mandates (2003) 30 Cal. 4th 727.

Prior to attending law school, Ms. Asmundson worked on multiple campaigns at the local and state level in various areas, including election campaigns for school board, city council, and California assembly candidates, general and special taxes measures, bond measures, and initiatives. Ms. Asmundson also has experience working for both the local and state government. Ms. Asmundson graduated from the University of California, Davis with Bachelor of Arts degrees in both Political Science and Communications.

Ms. Asmundson belongs to the State Bar of California, the Sacramento County Bar Association and the American Bar Association.
