Matthew “Mal” Richardson is a Senior Associate in the Municipal Law Practice Group of Best Best & Krieger LLP. Mr. Richardson’s primary areas of focus include government, land use and planning, the California Environmental Quality Act, code enforcement and general litigation. Additionally, he frequently advises city clients on conflicts of interest issues, the Ralph M. Brown Act, and the California Public Records Act. Mr. Richardson serves as the Assistant City Attorney for the City of Lake Forest and has previously served as the Assistant City Attorney for the City of Duarte and the Deputy City Attorney for the City of Laguna Beach.
Mr. Richardson has regularly advised planning commissions and attended their meetings in the cities of Duarte and Dana Point. He frequently assists planning department staff for several municipalities with various land use and zoning issues. Mr. Richardson also has experience representing public agencies in general litigation matters, California Environmental Quality Act proceedings and code enforcement proceedings. Mr. Richardson has appeared numerous times before the Orange County Superior Court and Riverside County Superior Court to represent and assist the cities of San Clemente, Dana Point, Laguna Beach, Newport Beach and Irvine. Mr. Richardson also has experience representing public agencies in federal court.
Mr. Richardson is a member of the Orange County Bar Association and the American Bar Association.
Mr. Richardson received undergraduate and graduate degrees in Comparative Literature from Brigham Young University. He was admitted to the practice of law in 2005 after receiving his Juris Doctor degree from UCLA School of Law.
