Comprehensive Code Enforcement Practice

Michael Torres is an Associate in the Irvine office of Best Best & Krieger, LLP and is a member of the firm’s Municipal Practice Group.

Mr. Torres provides misdemeanor code enforcement prosecution services to the cities of Aliso Viejo, Azusa, Lake Forest and Yorba Linda.  He has prosecuted dozens of  property maintenance cases, ranging from the simple to complex, in both the Orange and Los Angeles Superior Court system.  Mr. Torres has recovered tens of thousands of dollars in legal fees and penalties for his client cities in addition to the direct improvement of the offending properties.

Mr. Torres is actively involved in municipal prosecution education and conducts code enforcement training seminars for city staff throughout the State.  Recently, he co-authored an article regarding Day Laborer regulation that was published in the California Public Law Journal, an official publication of the State Bar of California Public Law Section.

In addition to his code enforcement services Mr. Torres provides general misdemeanor criminal prosecution to the cities of Aliso Viejo and Lake Forest. He also serves as the legal advisor to the City of Azusa’s Planning Commission and the City of Aliso Viejo’s Development Review Committee. 

Mr. Torres received his Juris Doctorate degree from Notre Dame Law School in 2005 and his Bachelor of Arts degree from UCLA in 2001.
