Malathy Subramanian is a Partner in the Municipal Law Practice Group of Best Best & Krieger LLP’s Walnut Creek office. Ms. Subramanian serves as the City Attorney and Redevelopment Agency Counsel for Clearlake, Lafayette, and Livingston. She also serves as General Counsel to Merced County LAFCO, East Palo Alto Sanitary District, and Public Agency Risk Sharing Authority of California.
She frequently represents city councils, planning commissions, and redevelopment agencies at their meetings. Ms. Subramanian is a transactional attorney experienced in providing advice in a variety of areas including: conflicts of interest, land use and planning, public works contracts, redevelopment and the Cortese-Knox Hertzberg Local Government Reorganization Act.
Ms. Subramanian is an experienced redevelopment law attorney and routinely advise redevelopment agencies. She has drafted and negotiated owner participation agreements for large mixed use development projects, disposition and development agreements relating to rehabilitation of buildings, affordable housing regulatory agreements, rehabilitation loan agreements, and exclusive right to negotiate agreements.
Ms. Subramanian is on the editorial board for the Climate Change Law & Policy Reporter and co-chairs the firm's Sustainable Communities Practice Group. She has been active in the League of California Cities and has presented and drafted conference papers and assisted numerous times in updating various sections of the Municipal Law Handbook. Ms. Subramanian has lectured on the Public Records Act, Brown Act, Conflicts of Interest, and provides AB 1234 ethics training.
Ms. Subramanian received her law degree from the University of California, Hastings College of the Law in 1999, graduating with a concentration in International Law. While attending Hastings, she spent a semester studying abroad at the University of Leiden, in the Netherlands studying International Law. She received her undergraduate degree in Political Science from the University of California, San Diego in 1995.
Ms. Subramanian has served as president of the Bay Area City Attorney Association and Contra Costa County City Attorney Association.
