Mr. Peters is a Partner in the Municipal Law Practice Group of Best Best & Krieger’s Walnut Creek office. He has been practicing law in California for 38 years and has been practicing municipal law for 32 years. Prior to joining the firm, Mr. Peters was a named partner in the firm of Cornell, Lange & Peters, representing public entities and small businesses. He has served as City Attorney for the Town of Colma from 1995 to present, and as its Assistant City Attorney from 1972 to 1994. In addition, he has served as Special Counsel for the City of Lafayette and the Westborough Water District on a project specific basis.

Mr. Peters has regularly advised clients on the Brown Act, Political Reform Act, land use and CEQA matters, local improvement districts, and the conduct of  hearings and appeals. He has also had extensive experience in municipal litigation and real property transactional matters.  He has lectured on compliance with Proposition 218 and has conducted several AB 1234 Ethics Training sessions for public agencies in Northern California.

As a municipal litigator, Mr. Peters has successfully enforced building and planning codes, upheld the legality of a cardroom permit, and upheld the legality of a use permit and CEQA procedures. Prior to becoming City Attorney for Colma, Mr. Peters handled complex civil trials, and tried numerous civil jury trials to a verdict, in addition to over 75 general courts-martial cases while serving as Prosecutor for the U.S. Army Judge Advocate General Corps. He has had experience both trial and appellate levels, and has lectured on the use of demonstrative aids in the courtroom.

Mr. Peters received a B.A. degree from Santa Clara University and a Juris Doctorate from the University of California at Berkeley.

Mr. Peters participated in the Litigation Committee of the League of California Cities from 1999—2000; was an Adjunct Professor of Law at John F. Kennedy University School of Law from 1984-1995; and has been an arbitrator at the San Francisco Trial Courts from 1994 to the present. He is a member of the State Bar of California and the Contra Costa Bar Association. An active participant in community non-profit groups, Mr. Peters served eight years as an officer and director of VESTIA, a non-profit corporation that assists Contra Costa County indigents, and has worked on home improvement projects for Rebuilding Together, a nationwide non-profit organization.
