Andrew J. Morris is an Associate in the Municipal Law Practice Group of Best Best & Krieger LLP, resident in the Sacramento office. Mr. Morris serves as City Attorney for the Cities of Jackson and Woodland, General Counsel for El Dorado County LAFCO, Alpine Springs County Water District, and Grizzly Lake Resort Improvement District, and Assistant City Attorney for the City of Corona. During his previous tenure in the firm’s Orange County office, Mr. Morris served as Assistant City Attorney and acting City Attorney for the City of Claremont, and Assistant City Attorney for the City of Lake Forest, handling planning and land use issues for all three cities, provided services to the Big Bear Area Regional Wastewater Agency, and served as special counsel on open space and wilderness park matters to the City of La Verne.
Prior to joining Best Best & Krieger LLP, Mr. Morris spent several years in Truckee, California, practicing with the Lake Tahoe area’s largest and most prominent law firm. In this capacity, Mr. Morris represented the Cities of Loyalton and Portola, as well as the Tahoe Forest Hospital District and Truckee Donner Public Utility District, and served on the board of the Truckee River Watershed Council.
Since joining Best Best & Krieger LLP in 2003, Mr. Morris has concentrated on land use and planning, cable television and telecommunications, and solid waste and recycling issues. His land use experience includes acquisition and maintenance of open space, park planning, negotiation of complex development agreements, the land use entitlement process, local regulation of land uses, and assistance with preparation and amendment of General Plans. With respect to cable and telecommunications, Mr. Morris works on behalf of the firm’s clients all over California, negotiating cable franchise agreements with both traditional cable companies and new entrants such as telecommunications providers, advising cities on the deployment of municipal fiber optic networks and wi-fi networks, and negotiating agreements for the siting of wireless communications facilities, among other things. Mr. Morris is also the firm’s resident solid waste and recycling expert, involved in solid waste franchising, waste disposal issues, AB 939 solid waste diversion compliance, development of construction and demolition waste programs, and other related issues.
Mr. Morris received his law degree from the University of California at Los Angeles and received his undergraduate degree (B.A. Politics) from Pomona College in Claremont. Mr. Morris was admitted to practice in California in 2000 and in Nevada in 2001, and is also admitted in various federal courts.
