Dina O. Harris is a Partner with the law firm of Best Best & Krieger LLP and a member of the firm’s School and Special Education Group.  Ms. Harris came to Best Best & Krieger LLP in 1992 with a particular interest in school law, having obtained a Masters degree in educational leadership along with her Juris Doctorate degree.  She devotes her entire practice to the representation of public school clients.

Ms. Harris regularly advises school districts, county offices of education and community college districts throughout the State on a wide variety of day-to-day issues such as student rights and discipline, special education, parental rights, pupil records and general Education Code compliance.  She also practices in the area of facilities, finance, contracts and developer fees.  For the past several years, Ms. Harris has spent a significant portion of her practice on charter school matters, and has assisted school districts and other educational entities through the charter petition review process, in negotiating agreements and facilities arrangements under Proposition 39, and in revoking charters when necessary.  Ms. Harris also has significant experience assisting school districts in federal and state compliance investigations involving Title VI and Title IX, and in conducting complaint investigations at the local level.

Ms. Harris received her B.S. in psychology from Brigham Young University with minors in English and philosophy.  Ms. Harris went on to pursue her law degree at the J. Reuben Clark Law School at Brigham Young University.  Ms. Harris is a member of the State Bar of California, the California Council of School Attorneys, the Coalition for Adequate School Housing, the San Diego County Bar Association and the Riverside County Bar Association.  She has spoken on a variety of topics at conferences and workshops sponsored by professional organizations such as the Coalition for Adequate School Housing, the Association for California School Administrators, the Small School District Association, and the California Association of School Business Officials, and has represented the California School Boards Association Education Legal Alliance as amicus curiae.
