Ann Siprelle is a Partner in the Municipal Law Practice Group with Best Best & Krieger, LLP in the firm’s Sacramento office. She joined Best Best & Krieger in 2002. Prior to joining the firm, Ms. Siprelle was a shareholder in the Sacramento law firm of Kronick, Moskovitz, Tiedemann & Girard, PC, representing public entities. She specializes in municipal and public agency law and represents cities and special districts as general and special counsel. She also practices land use, planning and zoning law, and regularly assists developers through the entitlement process.
Ms. Siprelle currently serves as the City Attorney for the Cities of Escalon and Williams. She has served as City Attorney for the City of Woodland and Assistant City Attorney/Planning Counsel for the Cities of Elk Grove, West Sacramento, and Citrus Heights. She currently serves as General Counsel for the Florin Resource Conservation District, the Rio Linda/Elverta Community Water District, the Cooperative Personnel Services, a joint powers authority, and the Downtown Sacramento Partnership. She provides Special Counsel services to the Susanville Sanitary District and to Alpine County. She also represents a number of developers on land use matters.
Ms. Siprelle regularly advises clients on planning and zoning, the Brown Act, CEQA, election law, annexations and other changes of organization, conflicts of interest and public records. She has lectured on the Brown Act, the Political Reform Act, the Public Records Act and compliance with Proposition 218.
Ms. Siprelle received her Juris Doctorate from the Marshall-Wythe School of Law, College of William and Mary in Williamsburg, Virginia. She received her Bachelor of Arts degree in English from the University of Virginia in Charlottesville, Virginia. Ms. Siprelle was admitted to the California bar in 1987.
