Stephen M. Fischer is an Associate in the Municipal Law Practice Group of Best Best & Krieger LLP. Mr. Fischer serves as Assistant City Attorney for the Cities of Gardena, Bell, and Covina where he advises city officials on administrative hearings, public contracts, land use issues, and compliance with the Ralph M. Brown Act and Public Records Act. He also provides AB 1234 ethics training to city elected officials, appointed boards, and staff.
Prior to joining Best Best & Krieger LLP, Mr. Fischer acted as Assistant General Counsel for the Water Replenishment District of Southern California and has served as Assistant City Attorney for several cities in Los Angeles County. He has successfully defended cities in litigation of First Amendment claims and challenges to project approvals under CEQA, and frequently represents law enforcement agencies in criminal discovery proceedings. Mr. Fischer recently published, Adjusting Local Regulations to Address Prostitution Activity at Chiropractic Offices, Public Law Journal (Vol.26, No.2) Spring, 2003.
In 1994, Mr. Fischer received his J.D. from the University of California, Davis School of Law, where he served as Senior Research Editor on the U.C. Davis Law Review. Mr. Fischer graduated from the University of California, Santa Barbara with a Bachelor of Arts in Economics in 1989. Mr. Fischer was admitted to the California Bar in 1994. He is an active member of the City Attorney’s Association of Los Angeles County.
Mr. Fischer is a native of Chatsworth, California, and currently resides in the San Fernando Valley with his wife, Gloria, and their daughter, Felice.
