Clark H. Alsop is a Partner with the law firm of Best Best & Krieger LLP, in Ontario, California where he specializes in public entity and land use law.  Mr. Alsop is the City Attorney for the City of Fontana.  He is General Counsel for the Apple Valley Fire Protection District, and the Local Agency Formation Commissions in the County of San Bernardino and the County of Orange.

Mr. Alsop spent over ten years in the San Bernardino County Counsels’ Office before joining the firm.  He regularly advised the San Bernardino County Planning Commission and Board of Supervisors on land use matters and served as counsel to the Local Agency Formation Commission.  In addition, he has counseled CEQA compliance and litigated CEQA and land use matters for years.

Mr. Alsop received his B.A. degree from Claremont Men’s College with a major in Economics.  He received an M.B.A. degree from the Graduate School of Business Administration, University of California, Berkeley.  He received his Juris Doctor degree from the University of Santa Clara School of Law.  Mr. Alsop is active in various organizations including the State Bar of California, the Public Law Section of the State Bar of California, the San Bernardino County Bar Association, the Riverside County Bar Association, the American Bar Association, the American Bar Association Section of State and Local Government Law, the American Planning Association and the Urban Land Institute.

Mr. Alsop is legal counsel to the California Association of Local Agency Formation Commissions and Treasurer of the Greater Inland Empire Municipal Law Association.  Mr. Alsop is a past member of the Legal Advocacy Committee of the City Attorney’s Department of the League of California Cities.

Mr. Alsop has been a speaker at various education seminars regarding land use, environmental and LAFCO law, including courses at the University of California, Riverside, on the Subdivision Map Act.
