Mark Easter is a Partner in the Eminent Domain Practice Group of Best Best & Krieger, and works out of the firm’s Riverside office.

Mr. Easter specializes in public agency acquisitions, including eminent domain and inverse condemnation litigation.  Mr. Easter has represented public agencies throughout the State of California on a wide variety of public acquisitions and projects, including projects for cities, counties, redevelopment agencies, school districts, special districts and water districts, transportation agencies, and housing authorities.

Mr. Easter is a member of the Inland Empire Chapter of the International Right of Way Association, an organization devoted to excellence in all aspects of public right-of-way work, including legal issues related to eminent domain and inverse condemnation litigation.  Mr. Easter has written many articles for the IRWA on eminent domain and inverse condemnation issues, and has spoken at many IRWA seminars in the last ten years.

Mr. Easter also specializes in substandard housing and commercial building litigation, including litigation under California Business & Professions Code section 17200 and Health & Safety Code section 17980.7.  Mr. Easter leads Best Best & Krieger’s receivership specialty group, has spoken at seminars throughout the State of California on receiverships, and is one of the most experienced attorneys in the State of California on Health & Safety Code section 17980.7 receiverships.

Mr. Easter received his Juris Doctorate degree in 1989 from the University of California, Davis, King Hall School of Law.  He received his Bachelor of Arts degree, magna cum laude, from the University of La Verne in 1986.

Mr. Easter is also active in the Riverside County Bar Association.  Mr. Easter has been involved in the Riverside County High School Mock Trial Competition since 1994, and has been an attorney coach for the Woodcrest Christian Mock Trial team since 2004.
