
Steven M. Anderson is a Partner and the Chair of Best Best & Krieger LLP’s Natural Resources Practice Group. Mr. Anderson’s practice areas include environmental, water and natural resources law.
Mr. Anderson represents both public and private clients in administrative proceedings and civil litigation involving the Endangered Species Act, the National Environmental Policy Act, the Porter-Cologne Water Quality Control Act, the California Environmental Quality Act, and other state and federal environmental laws.
Mr. Anderson assists clients in complying with consultation and habitat conservation planning requirements under the ESA, as well as Section 404 wetlands permitting and other Clean Water Act requirements. He negotiates with the United States Fish and Wildlife Service, the United States Army Corps of Engineers and other state and federal regulatory agencies on public agency infrastructure development matters and private projects. Mr. Anderson also serves as general counsel to several water districts and resource conservation districts.
Mr. Anderson has taught courses on the ESA and habitat conservation planning at the University of California, Riverside. He has also published articles on the ESA and California water law issues in California and national law reviews.
Before joining Best Best & Krieger LLP, Mr. Anderson served as a judicial law clerk to Chief Justice Miriam Shearing of the Nevada Supreme Court.
Mr. Anderson also serves on the boards of directors of the Inland Empire Latino Lawyers Association legal aid project and Inland Counties Legal Services. Mr. Anderson was also named volunteer attorney of the year for 2001 for his work at the IELLA legal aid clinic and has received the Wiley W. Manuel pro Bono Service Award from the State Bar of California on multiple occasions.
Mr. Anderson received his law degree from the University of California, Hastings College of the Law. He served as executive editor of the Hastings International & Comparative Law Journal and authored articles on environmental law in the International Law Journal and in the Back Forty, Hastings’ newsletter on land conservation law. He received his undergraduate degree from the University of California, San Diego.
