On March 8, 2024, Best Best & Krieger Of Counsel Matthew Cody authored an article in the Daily Journal providing detail about the ongoing dispute with FEMA and implications of reimbursement claims being continually denied. 

According to Cody, state and local jurisdictions in California could lose more than $300 million if FEMA follows through on a policy to deny reimbursement of costs for certain categories of emergency Non-Congregate Shelter (NCS) during the COVID-19 pandemic. 

Cody stated, “the dispute over emergency NCS reimbursement comes at a time when FEMA is facing significant funding challenges. FEMA’s most recent Disaster Relief Fund reports a budget deficit of more than $7 billion for the remainder of the year.”
